National Board Certification Recognition Program



Overview

The Connecticut State Department of Education, through a grant from the National Board for Professional Teaching Standards (NBPTS), is offering stipends of $1,250 toward the $2,500 certification fee. This prestigious voluntary certification is considered the most rigorous professional development standard in education. Grants or stipends are also available through local corporations and some districts to defray the cost of/or cover the application fee. Currently, 140 Connecticut teachers have achieved National Board Certification. The certification process is very demanding. Nationally, less than half those who seek it ultimately achieve national certification. In Connecticut, however, we are proud that our pass rate is close to 70 percent. The outcome not withstanding, every candidate who takes part undergoes a professionally rewarding experience.

Currently, Connecticut certified teachers must demonstrate their expertise through a series of portfolio assessments which include videotapes of classroom techniques, examples of assessed student work, written self-evaluations that reflect on teaching strategies to improve student performance, and computer-based assessments at local Sylvan testing centers on subject content and teaching pedagogy.

Application Process for National Board Candidacy

You may apply for National Board Certification candidacy at any time during the year. To be eligible you must send a $65 processing charge when your application is submitted, and a $500 nonrefundable initial fee to the National Board. Application/eligibility periods, assessment center testing windows and portfolio due dates vary according to the certification sought and are listed in the NBPTS Guide to National Board Certification on www.nbpts.org

To be eligible for the National Board $1,250 subsidy administered through the Connecticut State Department of Education send a photocopy of your National Board application and proof of payment of the $500 initial fee to Lee C. Marcoux at the State Department of Education.

NBPTS offers the following 25 certificate areas that cover 15 subject areas and are classified into seven student age categories. As a candidate you can opt for a generalist certificate or one that is subject-specific.

State Action

The 2004 General Assembly passed a new act requiring the State Board of Education (SBE) to issue a Connecticut provisional or professional certificate, with an appropriate endorsement, to any teacher from another state, U.S. possession or territory, the District of Columbia or Puerto Rico, who (1) applies; (2) holds a national board certification from an organization the education commissioner considers appropriate; and (3) has taught for at least three of the past 10 years in another state, U.S. possession or territory, the District of Columbia or Puerto Rico. The teacher must receive a provisional educator certificate if s/he has not completed 30 credits of qualifying coursework beyond a bachelor's degree. If s/he has the 30 credits, the teacher must receive a professional certificate.

The 2001 legislative session passed a law that allows teachers the option of utilizing "documented completion of National Board Certification assessment in the appropriate endorsement area," as continuing education activity valid toward completing the CEU requirement.

The Connecticut Education Association passed Resolution D-12 promoting National Board Certification and encouraging members to seek this certification.

The Connecticut Federation of Educational and Professional Employees (formerly known as the Connecticut Federation of Teachers) will pay ten $1,000 grants per academic year to federation members teaching in high poverty rural and urban areas.
